How we make this list: we compare pricing pages, product documentation and public user reviews. Ratings come from G2, Capterra or Trustpilot, with the date we checked them.
Key takeaways
- Cookieless tools come in two types. Privacy-first web analytics tools (Plausible, Fathom, Pirsch, Matomo, Piwik PRO) report on site traffic, and server-side ad tracking tools (Stape, TrackBee, RedTrack) send conversions to ad platforms. Most growing companies end up needing one of each.
- The cheapest verified entry point is Pirsch. It costs $6 per month for 10,000 page views, and that plan includes 50 websites and unlimited members.
- Fathom charges $15 per month for up to 100,000 pageviews across 50 sites. Every plan gets the same features, so you only pay more for more traffic.
- Piwik PRO and Matomo are the picks for teams that need a full Google Analytics replacement with tag management or self-hosting. Piwik PRO's contract adds a 4% yearly price increase and requires 30 days' notice to cancel.
- TrackBee charges a flat €79 per month. For Shopify brands losing conversions to consent banners and ad blockers, that is easier to budget than attribution tools priced by revenue.

The best cookieless tracking marketing software
Starting priceSee website
Free planFree trial (30 days)
Plausible is the tool most marketers try first when they want to drop the cookie banner for analytics. It is open source and sets no cookies. One dashboard shows traffic sources, campaigns, goals and top pages, and a busy owner can read it in a minute. There is also a self-hosted community edition for teams that want to run it on their own servers.
The pricing works well for small teams. Every tier is priced by monthly pageviews rather than users. You can switch between monthly and yearly billing (yearly saves two months), and there are no long-term contracts. The 30-day trial needs no credit card and includes Business plan features. At the end, the billing page recommends a tier based on your real traffic.
The catch is how usage is counted. Your plan covers pageviews plus custom events across every site in a team. A site that fires lots of button-click events can push you into a higher tier faster than you expect. Plausible also tells you which channel sent the visit, not which ad led to the sale, so paid media teams will want a second tool.
What we like- Priced by pageviews, not seats
- No long-term contracts
- Trial includes all Business plan features
Watch out for- Pageviews and custom events share one allowance
- Lighter on attribution than dedicated ad tools
#2Fathom Analytics
Best for: Agencies and multi-site owners4.7/5 on
G2 (21 reviews, checked Oct 2026)
Visit usefathom.com
Starting price$15/month (up to 100,000 pageviews)
Free planFree trial (7 days)
If you manage a stack of client sites or several brand domains, Fathom's plan structure is hard to beat. Every plan includes 50 sites, and extra sites cost $10 per month per pack of 50. Pageviews are pooled across all your sites. The entry plan is $15 per month for up to 100,000 monthly pageviews, then $25 for 200,000 and $45 for 500,000.
What stands out is that Fathom does not lock features behind higher tiers. Every plan includes:
- event and revenue tracking
- UTM campaign tracking
- saved views and shared dashboards
- bot filtering
- the analytics API and exports
Fathom also has a separate process for keeping EU visitor data isolated, which helps US companies with European customers. Support is by email from real staff.
The honest drawback is the trial. It lasts seven days and requires a card, so you get barely a week of data to compare against your current analytics before billing starts. Fathom suggests running it alongside your existing setup during that window. That is good advice, so plan the install before you start the trial.
What we like- 50 sites included on every plan
- Event, revenue and UTM tracking on all tiers
- Unlimited email reports and exports
Watch out for- Card required to start the trial
- Shorter trial than most rivals
#3Matomo
Best for: Full Google Analytics replacement with self-hosting4.2/5 on
G2 (96 reviews, checked Oct 2026)
Visit matomo.org
Starting price€29/month (Cloud, 50,000 hits)
Free planYes (self-hosted On-Premise)
Matomo is the heavyweight of the open-source group. The cloud version starts at 29 euros per month for 50,000 hits. The On-Premise edition is free to install on your own servers. Both options give you full ownership of your data, which is a strong argument for legal and IT teams.
For marketers, Matomo goes further than a simple dashboard. It has a documented consent-free tracking setup, marketing attribution, goals and segment reports. Anyone coming from Universal Analytics will find them familiar. Cloud plans cover hosting, updates, security monitoring and daily backups, and the free cloud trial needs no credit card.
Be realistic about the effort involved. A "hit" covers pageviews, events, downloads, outlinks and site searches, so your hit count will be higher than your pageview count. Self-hosting has no license fee, but it costs time, because someone has to patch, back up and scale the server. Premium plugin bundles for advanced features are sold separately.
What we like- Free self-hosted option
- Consent-free tracking mode
- Marketing attribution and many reports
Watch out for- Interface is busier than lighter tools
- Self-hosting means you own server upkeep
#4
Piwik PRO
Best for: Regulated industries and enterprise marketing teams
Visit piwik.pro
Starting price€36/month (Business plan)
Free planFree trial (30 days)
Piwik PRO suits healthcare, finance and public-sector marketers who need privacy controls written into the contract. The Enterprise plan bundles four modules: analytics, consent management, tag manager and data activation. It offers HIPAA compliance through a business associate agreement (BAA) and lets you choose your data center, including in the US. The Business plan starts at 36 euros per month, and the final price depends on your number of domains and data volume.
Piwik PRO's main strength is control over consent and data. You manage consent, tags and reporting with one vendor instead of combining three tools. Piwik PRO will even sign a BAA during the free trial. The trial runs 30 days, and you can upgrade to a paid Business account at any point.
Read the contract terms carefully. Piwik PRO says fees go up 4% on each subscription anniversary. Plans renew automatically unless you cancel at least 30 days before the term ends. If your traffic outgrows your tier, the upgrade is charged pro rata. The Enterprise plan starts at 366 euros per month billed annually, and the top tiers cost much more.
What we like- Analytics, consent manager and tag manager in one suite
- HIPAA BAA available
- Choice of data centers on Enterprise
Watch out for- Prices rise 4% each year by contract
- Enterprise tiers get expensive quickly
Starting price$84/month (Growth plan)
Free planFree trial (14 days)
Usermaven sits between a privacy analytics dashboard and a full attribution platform. It is cookie-free and captures events automatically. It also has product analytics, funnels and customer journeys, so SaaS teams can see both how a visitor arrived and what they did after signing up.
Growth costs $84 per month and covers the basics of marketing and product analytics. Most of the marketing value is on the Scale plan at $199 per month, which adds:
- paid ads, channel and content attribution
- CRM and deals attribution
- conversion paths
- ad integrations and conversion sync
- the Maven AI assistant
The weakness is the price jump. Teams that need ad and CRM attribution will end up on Scale, which costs more than double the entry plan. Setup also takes more work than Plausible or Fathom. You will need to set up workspaces, conversions and CRM connections properly before you can trust the reports.
What we like- Combines website analytics, product analytics and attribution
- Automatic event capture
- Transparent published pricing
Watch out for- Advanced attribution sits on the $199 Scale plan
- More setup decisions than a pageview counter
#6
Pirsch Analytics
Best for: Budget privacy analytics for small businesses
Visit pirsch.io
Starting price$6/month (10,000 page views)
Free planFree trial (30 days)
Pirsch is a small, simple tool that is easy to overlook and easy to like. The Standard plan costs $6 per month for 10,000 monthly page views. That already includes 50 websites, unlimited members, unlimited data retention, events, conversion goals and session analysis. The Plus plan starts at $12 per month.
Two practical features help marketers. The built-in URL shortener lets you track campaign links without a separate tool. The Google Analytics import means you keep your historical data when you switch. The 30-day trial needs no card, and you can pay by credit card, PayPal or SEPA direct debit.
The trade-off is size. Pirsch has fewer third-party tutorials, agency partners and plugins than the bigger names, so you rely more on its own docs and API. Listed prices also exclude sales taxes such as VAT.
What we like- Lowest verified entry price on this list
- Unlimited data retention and members
- Built-in URL shortener and Google Analytics import
Watch out for- Smaller company and community than Plausible or Matomo
- Prices exclude sales tax
#7
Stape
Best for: Server-side Google Tag Manager hosting
Visit stape.io
Starting price$17/month (Pro, billed annually)
Free planYes (up to 10,000 requests/month)
Stape is not a dashboard. It hosts your server-side Google Tag Manager (GTM) container. Your tracking requests go through your own subdomain before they reach GA4, Meta, Google Ads or TikTok. That cuts the data you lose to browser restrictions and ad blockers. Many cookieless setups depend on this kind of server-side hosting.
Pricing is affordable. Stape offers free plans for server-side GTM hosting and for Signals Gateway hosting. Paid server-side GTM hosting starts at $17 per month on annual billing for 500,000 requests. Higher tiers add more requests, priority support and a choice of where your data is stored.
The catch is skill. Stape makes hosting simple, but somebody still has to build the tags, triggers and consent logic in GTM. If nobody on your team has done server-side tagging before, budget for a contractor. Use the free plan to measure your request volume, since every incoming hit counts as a request.
What we like- Free plan for testing
- Low entry cost for managed server-side GTM
- Signals Gateway option for Meta
Watch out for- You still need GTM skills or an agency
- Request counts run higher than GA4 event counts
Starting price€79/month (flat)
Free planFree trial (30 days)
TrackBee is built for one job: recovering the Shopify conversions that browser pixels miss. It records sales on the server, adds your own first-party customer data to each event, and sends the events to:
- Meta, Google, TikTok and Pinterest
- GA4 and Klaviyo
- Microsoft Ads and ChatGPT Ads
The install is a one-click Shopify app, with no GTM work.
Its pricing is the clearest of the ad-tracking tools here. Tracking costs a flat 79 euros per month with every integration included and no charge per connection. The 30-day trial needs no card and runs next to your existing tracking, so you can compare numbers before switching. Support is available by chat, email and WhatsApp seven days a week.
The limits are real, though. If you sell on WooCommerce, BigCommerce or a custom platform, TrackBee does not fit. The AI analyst (Insights) costs an extra 19.99 euros per month. Some rivals also send data to Snapchat, X or Reddit, which TrackBee does not.
What we like- One-click Shopify install live in about five minutes
- Every ad and email integration included
- No revenue-based pricing
Watch out for- Shopify only
- AI Insights costs €19.99/month extra
#9RedTrack
Best for: Media buyers and multi-channel DTC ad attribution4.5/5 on
G2 (39 reviews, checked Oct 2026)
Visit redtrack.io
Starting price$69/month (Brand plan, billed annually)
Free planFree trial (14 days)
RedTrack started with affiliate marketers and media buyers and now also sells plans for ecommerce brands. It uses first-party tracking and conversion APIs instead of third-party cookies. It integrates with Google Analytics, Facebook, TikTok, Snapchat and the major native ad networks.
The Brand plan for DTC teams costs $69 per month billed yearly, or $99 month to month, at its lowest revenue tier. It includes three stores, and extra stores cost $29 per month. Solo media buyers get a separate plan with 5 million events and a 14-day free trial.
Expect to spend time on configuration. RedTrack is a campaign tracker with automation rules, cost syncing and lots of reports, so it suits hands-on media buyers more than casual users. Usage caps and paid add-ons also mean your monthly cost depends on volume. Estimate it against your ad spend before you commit.
What we like- Covers many ad networks, not just the big three
- Agency plan allows unlimited stores
- First-party tracking plus conversion API
Watch out for- Usage tiers and add-ons make the final bill harder to predict
- More setup than a Shopify app
How we chose
We started with products that market themselves as cookieless, consent-free or server-side. We removed anything that still depends on third-party cookies for its core reporting. For each remaining tool, we read the vendor's pricing page and documentation. We checked what each plan includes and what it limits, and confirmed trial terms, contract length and billing options.
We then compared public user feedback on G2, Capterra and Reddit. We looked at integrations with ad platforms, CRMs and ecommerce systems, and judged fit for US companies with roughly 5 to 500 employees. Where a vendor did not publish a clear entry price, we wrote "See website" rather than guess.
Picking the right cookieless setup for your team
Decide what question you need answered
Maybe you mainly want to know which channels and pages drive visits and signups. In that case, a privacy analytics tool such as Plausible, Fathom or Pirsch is enough. If you need to know which ad, campaign or keyword produced revenue, you need server-side conversion tracking (Stape, TrackBee, RedTrack) or an attribution product like Usermaven. Many teams run one tool from each group.
Compare the billing unit, not the headline price
Every vendor counts something different: pageviews, hits, requests, events or tracked revenue. A Stape request is not the same as a GA4 event, and a Matomo hit includes downloads and outlinks. Run each trial for at least two weeks on real traffic and check the usage meter before choosing a tier.
Read the contract terms
Monthly plans with no lock-in are common at the low end. Enterprise analytics contracts are a different story. They often require annual prepayment, renew automatically and include built-in price increases. Ask about notice periods and overage charges before you sign.
Check consent and legal fit
"Cookieless" does not automatically mean "no consent needed" everywhere. US state privacy laws still apply to how data is processed, and so does GDPR if you have EU visitors. Ask vendors for their data processing agreement and hosting locations, and for a BAA if you work in healthcare.
Plan for data export
Confirm you can pull data out through an API or CSV export. That protects you if you switch vendors and lets you combine analytics with CRM data.
Frequently asked questions
What is cookieless tracking in marketing?
It is measurement that does not rely on browser cookies to identify visitors. Privacy analytics tools count visits using anonymous, combined data. Server-side tools send conversion data from your server to ad platforms using first-party data. Both reduce the data lost to cookie banners, browser limits and ad blockers.
Can cookieless analytics fully replace Google Analytics?
For most small business reporting needs, yes. Plausible, Fathom and Pirsch cover traffic sources, campaigns, goals and revenue events. If you rely on deep segmentation, custom funnels or tag management, Matomo or Piwik PRO are closer replacements.
Do I still need a cookie banner if I use these tools?
Many privacy analytics tools are designed so their script does not need a consent banner, and Fathom says so on its pricing page. You may still need a banner for ad pixels, chat widgets or other scripts on your site. Check your specific setup with a legal adviser.
Is server-side tracking the same as cookieless tracking?
Not exactly. Server-side tracking moves data collection to a server you control, which reduces reliance on third-party cookies and browser pixels. It can still use first-party identifiers, so it still has to respect each visitor's consent choices.
What is the cheapest reliable option for a small business?
Pirsch starts at $6 per month for 10,000 page views. Matomo's self-hosted edition is free if you can manage a server. Stape's free plan covers up to 10,000 requests a month for testing server-side tagging.
How long does setup take?
Lightweight analytics tools usually go live after you add one script tag. TrackBee says its Shopify app is live in about five minutes. Server-side GTM on Stape, or a full RedTrack or Piwik PRO rollout, can take days or weeks depending on how complex your tags are.
