How we make this list: we compare pricing pages, product documentation and public user reviews. Ratings come from G2, Capterra or Trustpilot, with the date we checked them.

Best Payroll Software for Compliance in 2026: 8 Tools Compared

Key takeaways

  • Gusto and OnPay both price at 49 dollars per month plus 6 dollars per person, with automatic federal, state and local tax filing; Gusto adds a tax accuracy guarantee on its filings.
  • Patriot is the budget route: Basic at 17 dollars plus 4 dollars per person where you file taxes yourself, Full Service at 37 dollars plus 4 dollars where it files for you. For compliance, only the Full Service tier counts.
  • ADP RUN and Paychex Flex are the compliance heavy incumbents, priced by quote, with deep regulatory teams behind them.
  • Rippling starts from 8 dollars per person per month plus platform fees and automates multi state registrations and filings as you hire across state lines.
  • No software moves the liability. Payroll penalties sit with the employer in law, whoever calculated the numbers; a provider's guarantee reimburses penalties from its own errors, but the IRS writes to you.

The best payroll software for compliance

#1

Gusto

Best for: Small business compliance made simple
4.6/5 on G2 (13,355 reviews, checked Oct 2026)
Visit gusto.com
Starting price$49/month + $6 per person
Free planNo
Gusto homepage

Gusto is the default small business answer because it treats compliance as the product: filings happen automatically, deadlines are its problem operationally, and its error guarantee is stated plainly. For a business under fifty people in a few states, that combination is hard to beat.

Watch the two growth costs: tier upgrades as HR needs grow, and per state compliance tooling once remote hiring spreads your footprint. Model next year's map, not this month's, before choosing the plan.

What we like
  • Automatic calculation, payment and filing of federal, state and local payroll taxes on every plan, with a tax guarantee covering penalties from Gusto's filing errors, new hire reporting, garnishment handling and year end W-2s and 1099s inside the flow, its newer Business Compliance tools track state tax registrations and agency mail as you add states, priced per state on annual terms, the clearest interface in the category, which reduces the input errors software cannot fix
Watch out for
  • The base price rose to 49 dollars in 2026 and higher tiers cost notably more per person, the compliance tracking add on is priced per state, so a five state footprint adds real money, garnishment and complex multi entity setups push you up tiers or out to ADP and Paychex, benefits administration is strong but each benefit line is its own enrolment exercise
#2

OnPay

Best for: One full plan, multi state included
4.8/5 on G2 (407 reviews, checked Oct 2026)
Visit onpay.com
Starting price$49/month + $6 per person
Free planNo

OnPay's argument is the absence of a pricing page puzzle. One plan, full service, multi state included. For businesses burned by tier gates, a compliance feature hostage in a higher plan at exactly the wrong moment, that flatness is a compliance feature in itself.

It suits the steady business: several states, ordinary pay patterns, no exotic requirements. Businesses planning an HR department's worth of tooling will outgrow toward Gusto's tiers or Rippling's platform, and OnPay makes no attempt to stop them.

What we like
  • A single plan with everything in it: full tax filing at federal, state and local level, multi state payroll without tier upgrades, built in compliance reminders and an unbroken record of accurate filing emphasised in reviews, W-2s, 1099s, new hire reporting and garnishments handled, pricing has no tiers to decode: 49 dollars plus 6 dollars per person is the whole menu
Watch out for
  • No cheaper basic tier for the very small, benefits and HR depth are thinner than Gusto's upper plans, integrations are fewer than the platform giants, time tracking and advanced scheduling need partner tools
#3

Patriot Software

Best for: Budget full service tax filing
4.8/5 on G2 (630 reviews, checked Oct 2026)
Visit patriotsoftware.com
Starting price$37/month + $4 per person (Full Service)
Free planNo

Patriot is the value pick, with one instruction printed in bold: buy the Full Service tier. The 20 dollar gap between Basic and Full Service is the price of the entire compliance promise; on Basic you have purchased a calculator and kept the calendar, which is the worst of both worlds for a busy owner.

For a small, single state business with simple pay runs, Full Service Patriot does the essential compliance job, filing, paying, year end forms, for less than any rival here. That is a real and honourable product.

What we like
  • The cheapest credible full service filing: Full Service at 37 dollars per month plus 4 dollars per person in published pricing, Basic at 17 dollars plus 4 dollars for employers who file their own taxes, US based support and free payroll setup help, year end filings included on Full Service, with 1099 contractor payments available, no contracts and no implementation fees
Watch out for
  • On the Basic tier the compliance burden is yours: the software calculates, you file, you own the deadlines, benefits administration is minimal and time tracking is an add on, reporting and HR tooling are thin next to Gusto, multi state and complex cases test its limits sooner
#4

QuickBooks Payroll

Best for: Compliance inside QuickBooks books
4.4/5 on G2 (496 reviews, checked Oct 2026)
Visit quickbooks.intuit.com
Starting priceSee website
Free planNo

QuickBooks Payroll's compliance pitch is integration: one ledger, one login, tax payments that reconcile themselves. For a business whose books are QuickBooks, that removes an entire class of bookkeeping error that standalone payroll creates.

Get the tier in writing. The line between calculate only and file and pay for you is the whole product, and Intuit's tiers and promotions shift often enough that a screenshot of another quarter's price tells you nothing. The checkout page for your business size is the only honest quote.

What we like
  • Payroll lives inside the accounting system most small businesses already run, so every filing lands in the books without exports or reconciliation, full service tiers pay and file federal and state taxes automatically, with same day direct deposit on higher tiers, tax penalty protection is offered on its premium tiers, per Intuit's terms, contractor payments and 1099 filing sit in the same product family
Watch out for
  • Published prices vary across sources and promotions, with lists in 2026 putting entry anywhere from about 45 to 88 dollars plus per person fees, so this field says See website, automatic filing depth depends on tier
  • The cheapest tier has historically been less complete, if you ever leave QuickBooks accounting, your payroll leaves with it, support experiences draw mixed reviews
#5

Square Payroll

Best for: Retail and hospitality on Square
4.2/5 on G2 (31 reviews, checked Oct 2026)
Visit squareup.com
Starting price$35/month + $6 per person
Free planNo

Square Payroll is the natural payroll of the Square shop: hours appear from the till, tips divide correctly, taxes file automatically. For cafes, salons and retailers it removes the manual bridge where payroll errors breed.

As a standalone purchase for an office business it has no special claim. Buy it as part of the Square system, where its compliance value is the absence of data entry between the shift and the pay run.

What we like
  • Full service tax filing included at 35 dollars per month plus 6 dollars per person for W-2 employees in published pricing, contractor only use is priced per contractor with no base fee in its long standing model, tips, commissions and multiple pay rates, the daily grammar of hospitality payroll, are native because Square runs the till, timecards flow from Square's point of sale and team apps into payroll without imports
Watch out for
  • Its world is Square: businesses outside that ecosystem gain little, benefits and HR features are lighter than Gusto's, multi state and complex compliance needs outgrow it, pricing for contractor only arrangements should be confirmed on its current page
#6

ADP RUN

Best for: Incumbent compliance depth
4.7/5 on G2 (6,546 reviews, checked Oct 2026)
Visit adp.com
Starting priceSee website
Free planNo

ADP RUN is the compliance department's choice. When the question is who watches 9,600 plus US payroll tax jurisdictions and the rule changes inside them, ADP's answer, an army dedicated to exactly that, is the strongest in this list, and in audit season that weight is felt.

Pay for it with your eyes open about the commercial relationship: negotiate the term, list the included services, and ask what renews at what increase. ADP rewards informed buyers and bills the rest.

What we like
  • The largest payroll company in the world behind your filings, with regulatory monitoring across every US jurisdiction as its core business, full service tax filing, new hire reporting, garnishment processing and compliance alerts on RUN packages for small business, HR add ons, handbooks and legal helpline style support on higher packages, a safe answer in regulated industries and multi state complexity
Watch out for
  • Pricing is quote only and promotion driven
  • Market reports estimate entry around 79 dollars per month and up for small teams, but your quote is the only real figure, contracts, add on selling and renewal increases are the standard complaints in reviews, the platform feels corporate next to Gusto and OnPay, implementation is a project, not a signup
#7

Paychex Flex

Best for: Regulated and growing businesses
4.1/5 on G2 (1,748 reviews, checked Oct 2026)
Visit paychex.com
Starting priceSee website
Free planNo

Paychex Flex is ADP's closest rival and shares its virtues: regulatory depth, human specialists and experience with the payroll situations software demos never show. Growing businesses that expect complexity, more states, more pay types, tipped staff, prevailing wage work, often choose it deliberately.

As with ADP, the quote is the product. Two businesses of the same size can pay meaningfully different prices; the difference is negotiation and package discipline, so obtain the itemised proposal and compare it line by line with Gusto's published total for your headcount.

What we like
  • Full service payroll tax administration, with Paychex handling filings, deposits and year end across federal, state and local levels, strong in compliance heavy situations: multiple states, garnishments, certified payroll and industry specific reporting, pricing comparisons put a ten person business near 89 dollars per month on its essentials level in 2026 list analysis, a dedicated payroll specialist model on many plans, an actual human who knows your account
Watch out for
  • Quote led pricing
  • The comparison figure is list analysis, not a public price, so this field says See website, the platform's breadth means small businesses use a fraction of it, add ons and package steps require the same care as ADP, interface and app polish trail the newer products
#8

Rippling

Best for: Multi state and global growth
4.8/5 on G2 (13,464 reviews, checked Oct 2026)
Visit rippling.com
Starting priceFrom $8 per person/month
Free planNo

Rippling sells the cure for the classic growth accident: hiring remotely, discovering three states' tax accounts were never opened, and meeting their notices. Its system registers, files and keeps the map current as the workforce moves, which is compliance as infrastructure rather than as a form.

Price the whole platform, in writing, for your module list. Businesses that adopt Rippling for payroll plus HR plus IT device management find it coherent; businesses buying payroll alone usually find Gusto or OnPay simpler and cheaper.

What we like
  • Payroll built on its workforce platform: headcount changes in HR flow straight into pay, tax accounts and benefits, automatic state tax registration and filing setup when you hire in a new state, the moment multi state compliance usually breaks, published entry from 8 dollars per person per month, with platform and module fees on top that need a full quote, global payroll and contractor payments extend the same system abroad
Watch out for
  • The per person headline is a doorway: modules for HR, IT and spend stack the real price well above it, commitments and implementation suit companies past the micro business stage, a five person single state firm pays for machinery it cannot use, its breadth means payroll is one citizen of a platform you must adopt whole

How we chose

We compared payroll products on the compliance job specifically: automatic tax calculation, payment and filing at federal, state and local level, new hire reporting, garnishment and year end handling, and whether the provider guarantees its own errors. Pricing comes from vendor pages and October 2026 published list price analysis; quote only vendors say See website. We did not run payrolls for this guide. Nothing here is tax or legal advice; your accountant remains the right reviewer of your setup.

The liability paragraph, because it decides how to buy

The IRS and your state hold the employer liable for payroll taxes and filing accuracy. Full service software acts as your agent: it calculates, pays and files, and good providers contractually cover penalties caused by their errors, as Gusto's guarantee and Intuit's premium tier protection describe. Errors caused by your inputs, wrong hours, a misclassified worker, a bank account that fails, remain yours in every contract we have seen described.

Worker classification is the largest risk no payroll product removes. Calling an employee a contractor avoids withholding entirely and is penalised accordingly; software will happily pay a misclassified worker for years. If your workforce includes anyone whose status is arguable, that question outranks every feature in this guide, and it belongs to an accountant or employment lawyer.

Keep your own records regardless of provider. Pay stubs, filings and deposit confirmations should be exportable and exported, because switching providers mid year, or answering a notice from two years ago, depends on records you control. A provider that makes export painful is telling you how it retains customers.

Finally, mind the calendar when you switch. Mid quarter and mid year migrations create duplicate or missing filings if handled casually; every provider here prefers a quarter boundary. The cheapest month to buy compliance is the month before a clean quarter starts.

Frequently asked questions

How much does payroll software cost for a 10 person business?

At published list prices, about 97 dollars per month at Patriot Full Service, 109 dollars at Gusto Simple or OnPay, and around 89 dollars in list analysis for Paychex Flex Essentials, before add ons. ADP and Rippling quote per account. Per person fees dominate as headcount grows, so model your real roster.

What does full service payroll actually cover?

Calculation of wages and taxes, direct deposit, tax payments to federal, state and local agencies on their schedules, quarterly and annual filings, new hire reporting, and year end W-2 and 1099 production. Garnishment handling and multi state registration help vary by provider and tier.

If the software files late, who pays the penalty?

The agency bills you, the employer. If the error was the provider's, its guarantee or service terms should reimburse the penalty: Gusto advertises exactly that cover, and Intuit offers tax penalty protection on premium tiers. Read the guarantee's limits before you need it, and keep the notice and your correspondence.

Does payroll software handle multi state taxes?

The full service products here file in all states, but your business must be registered as an employer in each state where staff work. Gusto's compliance tools and Rippling automate much of that registration work; with other providers, expect to open the accounts yourself or through your accountant.

When should a business stop doing payroll by hand?

At the first employee, in practical terms. The deposit schedules, quarterly filings and year end forms cost more in penalties and evenings than Patriot's 37 dollar Full Service tier costs in money. Manual payroll survives on the owner's unpaid time, which is the most expensive line in the business.
