Best Employee Database Software: 8 Tools Compared

Key takeaways

  • If someone asked for every employee's hire date, pay rate, and signed offer letter in the next ten minutes, could you produce it? A real employee database makes that a two-minute job instead of a scavenger hunt through spreadsheets.
  • BambooHR and Gusto are the safest picks for small US companies: both are easy to run, and Gusto pairs the database with payroll in one subscription.
  • Rippling is the pick when employee records are only one part of the problem and you also want IT and finance data tied to the same people.
  • Zoho People is the only tool on this list with a free plan (up to 5 users) and the lowest paid starting price at $1.50 per user per month.
  • Namely, HiBob, and Personio keep their final pricing behind a sales conversation, so budget extra time for quotes if you shortlist them.

The best employee database software

#1

BambooHR

Best for: Small and mid-size companies wanting a polished all-in-one HR database
Visit bamboohr.com
Starting price$10 per employee/month for Core (25+ employees; flat $250/month for 25 or fewer)
Free planFree trial (7 days)
BambooHR homepage

BambooHR is the best-known employee database for small and mid-size companies, and the reputation is earned. The interface is the kind your managers will actually use without training sessions, and employee records, onboarding, time off, and documents all live in one place. The reporting is genuinely useful out of the box, which matters because the whole point of a database is being able to answer questions about your people.

The honest catch is the packaging. Payroll is an add-on rather than included, and the tiered pricing (Core, Pro, Elite at $10, $17, and $25 per employee per month) means the price you pay depends on which features you switch on. Companies with 25 or fewer employees pay a flat $250 per month instead, which can be a worse deal per head for very small teams. Still, if you want one dependable system of record without a long implementation, BambooHR is the default choice for a reason.

What we like
  • Clean, easy-to-learn interface
  • 30,000+ business customers
  • Strong pre-built reporting and 150+ integrations
Watch out for
  • Payroll is a separate add-on
  • No free plan
  • Final price depends on headcount and tier
#2

Rippling

Best for: Companies that want HR, IT, and finance data in one system
Visit rippling.com
Starting priceFrom $8 per user/month plus a $40/month base fee
Free planNo
Rippling homepage

If your employee database is only one piece of the puzzle, Rippling tries to be the whole puzzle. Employee records sit on the same data foundation as payroll, device management, app provisioning, and corporate cards, so a new hire gets everything set up from one workflow. That shared foundation also makes the reporting unusually good: headcount, cost, and attrition questions get answered from one dataset.

The trade-off is scope and sales process. Pricing starts at $8 per user per month but there is also a $40 per month base fee, and there is no free trial, only a guided demo. For a company that just needs a clean place to keep employee records, Rippling can be overkill and over budget. It earns its place when you are tired of HR, IT, and finance running on disconnected tools that disagree with each other.

What we like
  • HR, IT, and finance share one data layer
  • Automates onboarding including devices and app access
  • Strong reporting
Watch out for
  • Base fee on top of per-user pricing
  • No free trial
  • More system than a small team may need
#3

Gusto

Best for: Small US businesses that need payroll and employee records together
Visit gusto.com
Starting price$49/month plus $6 per person (Simple plan)
Free planNo
Gusto homepage

Gusto started as payroll software and grew into HR, which shapes everything about how it handles employee records. The employee database exists largely to feed payroll, benefits, and compliance, and it does that job very well. You can run payroll in about five minutes, set it to run automatically, and let Gusto handle tax filings, required trainings, and policies. For a small business owner who does HR on the side, that combination is hard to beat.

The catch is that Gusto is not really a deep HR platform. Performance management, org design, and advanced reporting are thinner here than in BambooHR or Rippling, and the product is built for US companies. The Simple plan at $49 per month plus $6 per person covers the essentials, with Plus ($80 plus $12) and Premium ($180 plus $22) adding more HR muscle. If payroll accuracy is your top anxiety, start here.

What we like
  • Payroll runs in minutes with AutoPilot
  • Handles taxes and compliance
  • Used by 500,000+ businesses
Watch out for
  • HR depth is shallower than dedicated HRIS platforms
  • US-focused
  • Hiring and performance tools are basic
#4

Zoho People

Best for: Budget-conscious teams and companies already using Zoho apps
Visit zoho.com
Starting price$1.50 per user/month (Essential HR, billed annually)
Free planYes (up to 5 users)
Zoho People homepage

Nobody on this list undercuts Zoho People on price. The free tier covers up to 5 users, and the paid Essential HR plan starts at $1.50 per user per month ($1.25 on annual billing in some regions), which is a fraction of what the American vendors charge. You still get the core of an employee database: records, time and attendance, leave, performance, document management, and an HR helpdesk. A 30-day free trial applies across all plans.

The compromises are real but manageable. Payroll runs through Zoho Payroll rather than inside People itself, and the interface shows its age in places compared to BambooHR or HiBob. It also makes the most sense if you already live in the Zoho ecosystem, where the integrations with Zoho Recruit, Sign, and Expense start to compound. For a cost-sensitive company that needs a proper database without a proper budget, this is the obvious starting point.

What we like
  • Free tier for tiny teams
  • Lowest paid entry price on this list
  • Integrates with the wider Zoho suite
Watch out for
  • Payroll handled through a separate Zoho app
  • Some modules feel dated
  • Support reviews are mixed
#5

Namely

Best for: Mid-size US companies (roughly 50 to 350 employees) needing HR plus payroll
Visit namely.com
Starting priceSee website (quote-based)
Free planNo
Namely homepage

Namely is built for mid-size companies that have outgrown a starter tool but are not ready for an enterprise HCM. The platform covers HR, payroll, time, benefits, and performance in one system, and what sets it apart is the services layer: Namely will run your payroll, benefits, and even HR processes for you through managed services. That is a meaningful offer for a company with a one-person HR department.

Pricing is quote-based, with third-party estimates landing around $18 to $24 per employee per month, plus an implementation fee. There is no free trial, only a demo. Reviewers praise the modern interface and employee self-service, especially benefits enrollment, while noting slower support response times in the past and payroll that suits less complex organizations. If you are in the 50 to 350 employee range and want one vendor to own the whole stack, Namely deserves a demo.

What we like
  • Built for the mid-market sweet spot
  • Managed payroll, benefits, and HR services available
  • Single HCM record
Watch out for
  • No public pricing
  • Implementation fees apply
  • Some feature gaps like pulse surveys and an ATS
#6

HiBob

Best for: Growing companies with distributed or international teams
Visit hibob.com
Starting priceSee website (quote-based)
Free planNo
HiBob homepage

HiBob, sold as Bob, is the modern pick for companies whose employees do not all sit in one office. The interface looks like consumer software, which drives adoption, and underneath it handles the hard parts of distributed teams: country-specific compliance, localized time-off policies, and payroll integrations for the US, UK, and beyond. More than 5,500 companies use it, and the people analytics are strong enough to feed board-level conversations.

The pricing conversation is the friction. HiBob publishes no prices and offers no free trial; everything goes through sales, with market estimates ranging roughly $8 to $18 per user per month depending on modules and headcount. It is also at its best above 100 employees, where the global features justify the effort. For a scaling company hiring across borders, shortlist it. For a single-office team of 20, simpler tools will cost less and deploy faster.

What we like
  • Modern, visual interface people enjoy using
  • Strong multi-country and compliance support
  • Solid analytics
Watch out for
  • No public pricing and no free trial
  • Best value at 100+ employees
  • Payroll runs through integrations
#7

Personio

Best for: European-leaning SMBs that need strong compliance and GDPR handling
Visit personio.com
Starting priceFrom EUR 7.60 per employee/month (Core plan; final quote personalized)
Free planNo
Personio homepage

Personio comes from Munich and it shows: the product is methodical, compliance-minded, and built around European labor rules. Core HR, time tracking, recruiting, and payroll preparation sit in one system, and the company is unusually upfront for a quote-based vendor, publishing a starting price of EUR 7.60 per employee per month for the Core plan. Implementation is guided and typically lands in four to six weeks, which is fast for this category.

The caveats matter for US buyers. Final pricing comes from a personalized offer, payroll is described as preliminary (you will still run actual payroll elsewhere), and the compliance strengths are Euro-centric. That said, if your company has European entities or simply wants GDPR-grade data handling with EU data storage, Personio is one of the most serious options at the SMB level. US-only companies will usually get more for their money from the American vendors above.

What we like
  • GDPR-first with data stored in Europe
  • Structured 4-6 week implementation
  • Transparent starting price on site
Watch out for
  • Final pricing requires a personalized quote
  • Payroll support is preliminary only
  • European labor focus
#8

Factorial

Best for: Mid-market companies wanting HR, finance, and expenses in one place
Visit factorialhr.com
Starting priceFrom $8 per employee/month (Core plan)
Free planFree trial
Factorial homepage

Factorial is the Barcelona-built option that bundles HR with finance and operations workflows most HR tools ignore: expenses, shifts, documents with e-signature, and an AI assistant that works across your company data. Pricing starts at $8 per employee per month for the Core plan, modular so you pay for what you switch on, and a free trial is available. More than 17,000 companies use it, and reviewers consistently call the interface intuitive.

The honest catch is maturity in the US. Factorial is strongest in Europe, and American buyers report mixed experiences with support during implementation. The modular pricing is a double-edged sword: the entry price is attractive, but the number grows as you add the modules you actually need. Still, as an all-in-one business management platform with a real employee database at its center, it is a credible lower-cost alternative to Rippling for mid-market companies.

What we like
  • Low starting price
  • Combines HR, finance, and IT-adjacent workflows
  • 17,000+ companies on the platform
Watch out for
  • Newer and less proven in the US market
  • Support reviews are mixed
  • Modular pricing can climb as you add on

Employee database vs HRIS vs HRMS: what is the difference?

Buyers hit these three terms constantly, so here is the short version. An employee database is the core: a system of record for who works for you, their personal details, job history, documents, and time off. An HRIS adds the processes around that data, like onboarding, performance reviews, and reporting. An HRMS or HCM goes further, usually into payroll, benefits administration, and workforce planning.

In practice the lines blur because vendors bundle. Gusto sells you payroll with a database attached; BambooHR sells you the database with payroll as an add-on. For this guide we treated them together, because nobody buys an employee database that cannot grow into the processes around it. Pick based on the bundle you will need in two years, not just the database you need today.

How to pick employee database software for a small business

Start with the records themselves. Check which fields are built in and whether you can add custom ones, because every company has that one data point (visa status, certification expiry, shirt size) that does not fit the defaults. Then look at permissions: you need role-based access so managers see their team and nobody sees salaries they should not see.

Next, map your adjacencies. If payroll runs through the same system, reconciliation headaches disappear, so decide whether you want payroll built in (Gusto), added on (BambooHR), or kept separate (Personio with its preliminary payroll). Ask about migration explicitly: every vendor here imports from spreadsheets, but messy historical data is where implementations stall, so ask what the import service actually covers.

Finally, weigh the pricing model against your growth. Per-employee pricing looks cheap at 15 people and very different at 150, so run the numbers at your projected headcount for next year. Flat-rate plans like BambooHR's small-team option or Gusto's base-plus-per-person structure can be friendlier at the low end. And if you operate in Europe or handle EU employee data, GDPR handling is not optional: Personio and HiBob lead here.

How we chose

We shortlisted widely used employee database and HRIS platforms aimed at small and mid-size companies, favoring vendors with substantial customer bases and current, verifiable pricing. In October 2026 we checked each vendor's homepage and published pricing, and cross-checked plan details against reputable review sites where pricing pages were thin. We did not run hands-on trials, so these assessments reflect vendor-published features and pricing plus publicly reported user feedback, not lab testing. Quote-based vendors are marked as "See website" rather than estimated, because third-party guesses go stale fast.

Frequently asked questions

How much does employee database software cost?

For small teams, expect $1.50 to $25 per employee per month depending on the vendor and tier. Zoho People starts at $1.50 per user per month and even offers a free tier up to 5 users, while BambooHR runs $10 to $25 per employee per month and Gusto starts at $49 per month plus $6 per person. Namely, HiBob, and Personio price by quote, so budget for a sales conversation. Always price at your projected headcount, not today's.

Is an employee database the same as an HRIS?

Not exactly, but vendors use the terms loosely. The database is the system of record for employee information; an HRIS adds workflows like onboarding, time off, and performance on top of it. Most products on this list do both. When comparing, focus on which workflows are included versus add-ons, since that is where the real price and effort differences live.

Can I move my employee data from spreadsheets?

Yes. Every tool here supports importing employee data from CSV or Excel files, and most offer guided onboarding. The practical advice: clean the data before you import. Duplicate names, inconsistent job titles, and missing start dates cause more migration pain than any software limitation. Budget a week for cleanup on a team of 50.

How safe is employee data in these systems?

Reputable vendors encrypt data in transit and at rest, run annual security audits, and hold certifications like SOC 2 and ISO 27001. BambooHR houses customer data in the US, Canada, or Ireland; Personio stores data in Europe and is built around GDPR. Ask any vendor where your data physically lives and how access is controlled before you sign.

Do I still need separate payroll software?

It depends on the vendor. Gusto includes full payroll, BambooHR offers it as an add-on, Rippling and Namely bundle it into their platforms, and Personio only prepares payroll data for another system to run. If one vendor handling both HR records and payroll appeals to you, say so in the demo and confirm exactly what is included at your tier.

What is the cheapest good option?

Zoho People, by a wide margin: free for up to 5 users and paid plans from $1.50 per user per month. Factorial at $8 per employee per month is the next lowest starting price among the full-featured options. The cheapest sticker price is not always the cheapest total cost, though, so confirm what payroll, support, and implementation add before deciding.
