Best HR Recruitment Software in 2026: 9 Tools Compared

Key takeaways

  • Small teams have two honest entry points: Breezy (a genuinely usable free tier, then $189/month Startup) and JazzHR (flat published tiers priced by open jobs, not headcount).
  • Workable is the only mid-market ATS with fully published pricing: Standard starts at $299/month for up to 20 employees, with a 15-day trial and no sales call required.
  • Greenhouse, Lever, Recruitee and iCIMS are quote-only with annual contracts; SmartRecruiters publishes one number ($14,995/year for Essential) and quotes everything above it.
  • The free tier has disappeared at the enterprise end: SmartRecruiters retired SmartStart after SAP's acquisition, so true free plans now live only with the small-business tools.

The best hr recruitment software

Hiring for three roles at once with a spreadsheet and an inbox is how good candidates slip away. The fix is an applicant tracking system, but the market splits hard: flat-priced tools built for small teams, published-price mid-market platforms, and enterprise systems that will not show you a number until the second sales call. These nine cover all three tiers of the best HR recruitment software market, with the real pricing picture for each.

#1

Workable

Best for: Small and mid-size teams that want published pricing and no sales call
Visit workable.com
Starting price$299/month (Standard, up to 20 employees)
Free planFree trial (15 days)
Workable homepage

Workable is the only mainstream ATS in this roundup that puts its prices on the website and lets you start a trial without talking to sales. Standard at $299 a month covers up to 20 employees with unlimited active jobs, a large sourcing database and core HR features like onboarding and time off. The 15-day trial runs the full Standard feature set, so the evaluation is honest.

The catch is the headcount model. Pricing steps up in employee bands, so a 50-person company pays materially more than a 20-person one, and the add-ons stack: texting, video interviews and assessments each carry a monthly fee on Standard. Premier at $599 bundles them in. For teams under 30 employees that hire steadily, Standard is one of the clearest values in the category.

What we like
  • Fully published pricing that scales by headcount, not seats
  • AI sourcing suite and 70-plus job board postings included
  • HRIS basics (onboarding, time off, e-signatures) in the same product
Watch out for
  • Pricing climbs steeply with headcount
  • Texting, video interviews and assessments are paid add-ons on Standard
#2

Breezy HR

Best for: Small businesses hiring one role at a time, or teams that hate per-seat pricing
Visit breezy.hr
Starting price$189/month (Startup, monthly billing; $157/month billed annually)
Free planYes (Bootstrap: free for 1 active job)
Breezy HR homepage

Breezy is the rare ATS with a free plan you can actually run hiring on. Bootstrap costs nothing and includes unlimited users, unlimited candidates, a branded career site and posting to more than 50 job boards; the single constraint is one active position at a time. Close a role, open the next, and a founder can hire sequentially forever without paying.

Paid plans keep the flat-fee model. Startup at $189 a month adds unlimited positions, automations, video screening and self-scheduling, while Growth at $329 adds scorecards, e-signatures and referrals. Every tier includes unlimited users, which matters once hiring managers and interviewers pile in. Watch the add-ons: AI candidate scoring, SMS texting and onboarding each bill separately.

What we like
  • Genuinely usable free tier with unlimited users and candidates
  • Flat monthly fees on paid plans with no per-seat charges
  • Distribution to 50-plus job boards on every tier
Watch out for
  • Only one active position on the free plan
  • AI scoring, SMS and e-signatures are paid add-ons or gated to higher tiers
#3

JazzHR

Best for: Small businesses that want a simple ATS priced by job count, not headcount
Visit jazzhr.com
Starting priceSee website (Hero, Plus and Pro tiers with published flat pricing)
Free planFree trial (7 days)
JazzHR homepage

JazzHR prices the way small businesses wish every vendor did: by how many jobs you have open, not how many people work at the company. Hero, Plus and Pro are flat monthly tiers with unlimited users, and the published pricing means you can budget without a sales call. Setup is fast, with a branded career page and syndication to the major job boards.

The entry tier is thin by design. Hero caps you at three active jobs with extra slots billed per job, and structured interviews, AI matching and assessments start on Plus. Reviewers also note that texting, e-signatures and advanced reporting cost extra on the lower tiers, and JazzHR repriced its plans during 2026, so confirm the current numbers on the pricing page before budgeting. It now sits under Employ Inc. alongside Lever and Jobvite.

What we like
  • Flat fees with unlimited users on every tier
  • Pricing follows open job count rather than company headcount
  • Quick setup with branded career pages and job board syndication
Watch out for
  • Hero caps at 3 active jobs, so growing teams upgrade fast
  • Texting, e-signatures and advanced reporting are paid add-ons
  • 2026 price changes confused returning buyers
#4

Greenhouse

Best for: Mid-market and enterprise teams that want structured, scorecard-driven hiring
Visit greenhouse.com
Starting priceSee website (Core, Plus and Pro plans, all custom-quoted)
Free planNo (demo on request)
Greenhouse homepage

Greenhouse is the default choice for companies that have outgrown informal hiring and need process. Structured interviews, scorecards and interview kits keep every candidate evaluated against the same bar, and the integration catalog covers nearly every HR, sourcing and assessment tool a team might already use. It is the ATS most associated with disciplined, defensible hiring decisions.

Buying it is an enterprise exercise. Plans (Core, Plus, Pro) are custom-quoted by total employee headcount, implementation is billed separately, and contracts run annually. Buyer reports put small-team deals around $6,000 to $10,000 a year and enterprise deals far above that. If your hiring is simple and your team is small, this is more machine than you need.

What we like
  • Structured hiring methodology with interview kits and scorecards
  • 400-plus integrations, one of the largest ecosystems in the category
  • Strong reporting and compliance tooling
Watch out for
  • No published pricing and no self-serve trial
  • Implementation fees run into the thousands
  • Per-employee pricing means the bill grows as headcount grows, not as hiring grows
#5

Lever

Best for: Mid-size teams that want ATS and candidate CRM in one system
Visit lever.co
Starting priceSee website (LeverTRM, custom quote only)
Free planNo (demo on request)
Lever homepage

Lever's pitch is that tracking applicants is only half the job; the other half is relationships with people who have not applied yet. Its CRM and nurture campaigns live inside the same platform as the ATS, so sourcers can build talent pools and re-engage them when a role opens. Reviewers consistently praise the interface and the easy scheduling links.

Like Greenhouse, it publishes no prices: expect a custom quote, an annual contract and paid add-ons for advanced analytics. Buyer-reported figures cluster around $6,000 a year for small teams and climb steeply from there. One thing to know before a multi-year deal: Lever sits under Employ Inc. with JazzHR and Jobvite, and analysts have flagged the overlap between the three products.

What we like
  • Native ATS plus recruiting CRM, so passive candidates stay warm in the same platform
  • Clean interface that hiring managers actually open
  • DEI dashboards and nurture campaigns built in
Watch out for
  • Quote-only pricing with add-ons for analytics and nurture
  • Now part of Employ Inc., which raises questions about long-term product direction
  • API access costs extra
#6

Ashby

Best for: Startups and growth-stage companies that want ATS, CRM, scheduling and analytics unified
Visit ashbyhq.com
Starting price$400/month (Foundations plan, up to 100 employees)
Free planNo (demo on request)
Ashby homepage

Ashby has become the default ATS for modern startups by doing something simple: putting the ATS, CRM, scheduling and analytics in one product and pricing the entry tier in public. Foundations at $400 a month covers companies up to 100 employees, with a 10 percent discount on annual billing. The analytics are the standout: custom report builders that most competitors gate behind enterprise tiers.

Growth has a price. Plus (101 to 1,000 employees) and Enterprise are quoted, and add-ons like extra candidate texts and advanced scheduling bill separately. Ashby is also the youngest company on this list, so buyers signing multi-year deals should weigh that against the product's momentum. For a Series A to C company hiring at pace, it is the strongest all-in-one fit.

What we like
  • All-in-one platform with unusually good built-in analytics
  • Published entry price with a calculator, rare in this tier
  • AI notetaker and scheduling automation in the product vision
Watch out for
  • Plus and Enterprise are custom-quoted
  • Several capabilities (extra texts, advanced scheduling) are paid add-ons
  • A young company, so the long-term roadmap is still being written
#7

Recruitee

Best for: SMBs that want collaborative hiring with strong employer branding
Visit recruitee.com
Starting priceSee website (Start, Grow and Optimize plans, custom-quoted)
Free planFree trial (18 days)
Recruitee homepage

Recruitee, now part of the Tellent group, is the collaborative ATS many European scale-ups grew up on. The interface is genuinely pleasant, every plan includes unlimited users, and the branded careers pages with multi-language support suit companies hiring across borders. The 18-day trial needs no credit card.

The commercial terms tightened in 2026. Recruitee stopped publishing prices outright, quotes depend on plan, headcount and billing period, and every plan carries a one-year minimum commitment, so there is no low-risk month to test it live. Texting, onboarding and advanced modules add on top. Get the full first-year cost, including the renewal terms, in writing before signing.

What we like
  • Clean collaborative interface with unlimited users on every plan
  • Strong careers-site branding and multi-language support
  • 200-plus integrations
Watch out for
  • Moved to custom quoting with a one-year minimum commitment on every plan
  • Pricing scales with company headcount and job slots
  • Support quality gets mixed reviews
#8

SmartRecruiters

Best for: Enterprises and high-volume hiring teams that need global, compliant recruiting at scale
Visit smartrecruiters.com
Starting price$14,995/year (Essential plan, published on the vendor pricing page)
Free planNo (the free SmartStart tier was discontinued)
SmartRecruiters homepage

SmartRecruiters is the enterprise ATS that still shows you one number: Essential starts at $14,995 a year, covering core ATS functions, CRM basics, job distribution and scheduling. Above that sit Professional, High Volume and Complete, all custom-quoted by total company headcount. The platform is built for serious scale: multi-brand, multi-country hiring with compliance controls and a large integration marketplace.

Two things changed the math. First, the free SmartStart tier is gone, so there is no free on-ramp anymore. Second, SAP closed its acquisition of SmartRecruiters in September 2025, and partners expect the licensing to move onto SAP's price book. If you are already an SAP shop that may help; if not, expect a slower procurement process. Budget for implementation on top: buyer reports put it at $5,000 to $20,000-plus.

What we like
  • One published entry price in an otherwise quote-only enterprise tier
  • Marketplace of 600-plus connected vendors
  • Built for multi-country, high-volume hiring with compliance tooling
Watch out for
  • Everything above Essential is custom-quoted and priced by total headcount
  • AI features are gated to higher tiers
  • SAP's 2025 acquisition adds roadmap uncertainty
#9

iCIMS

Best for: Large enterprises running high-volume, multi-location hiring
Visit icims.com
Starting priceSee website (Talent Cloud, custom quote only)
Free planNo (demo on request)
iCIMS homepage

iCIMS is the veteran enterprise talent platform, used by thousands of large employers including a share of the Fortune 500. The Talent Cloud covers the whole funnel: recruitment marketing and career sites, ATS, candidate engagement over text, and onboarding. For high-volume hourly hiring, the text-to-apply flow and mobile experience are genuine strengths.

Everything about buying it is enterprise-grade, including the price. There are no published numbers; third-party estimates start around $1,700 a month for small deployments and run past $100,000 a year at scale, with implementation fees of $15,000 to $25,000 commonly reported. Smaller teams should not start here. This is a platform for companies with dedicated talent acquisition operations.

What we like
  • Full talent acquisition suite: ATS, recruitment marketing, CRM, onboarding
  • Text-to-apply and mobile recruiting built for hourly hiring at scale
  • 800-plus partner integrations
Watch out for
  • Fully quote-based with six-figure annual deals common
  • Implementation is long and expensive
  • The interface feels dated next to newer rivals

Flat fee, per-employee, or quote: how ATS pricing really works

Recruiting software uses three pricing models, and the model tells you who the product is for. Flat-fee tools (Breezy, JazzHR) charge one monthly number regardless of team size; they are built for small businesses and the price stays put as you grow. Per-employee tools (Workable, Ashby, and the quote-only enterprise tier) scale the bill with company headcount, which penalizes growth even in years you barely hire. Quote-only vendors (Greenhouse, Lever, iCIMS, Recruitee) price by headcount, modules and contract length, and the number you get depends on who is asking.

Then add what the sticker price excludes. Implementation is the big one: self-serve tools go live in a day, while enterprise rollouts bill $2,000 to $25,000 in setup fees. Annual contracts are standard above the SMB tier, and several vendors apply renewal increases of 3 to 8 percent. Add-ons are the quiet budget killer: texting, video interviews, assessments, e-signatures and advanced reporting are separate line items at Breezy, JazzHR, Workable and Ashby. Model a full year with the add-ons you will actually use, not the base plan alone.

How we chose

We started with the categories buyers search: recruiting software, applicant tracking system, ATS for small business and talent acquisition software. For each candidate we checked the vendor's own pricing page, cross-checked prices against public reviews on G2 and Capterra and practitioner discussion on Reddit, and compared features, hiring-volume fit and company-size fit. Where a price could not be verified on the vendor's page we wrote "See website" rather than guessing, and we excluded products that no longer exist as standalone tools.

How to buy a quote-only ATS without overpaying

When the vendor will not publish a price, the process matters more than the product comparison. Get two competing quotes before the first negotiation call; Greenhouse, Lever and iCIMS all discount against each other, and buyer-reported discounts run 5 to 15 percent. Ask for the implementation fee, the data migration cost and the training cost as separate line items, because the license quote never includes them.

Read the renewal clause before you sign. Annual contracts with automatic renewal increases are the norm in this tier, and several vendors will not lower the fee mid-contract if your headcount shrinks. Finally, be honest about your hiring volume: a 40-person company doing 10 hires a year does not need the enterprise tier, and the per-employee model means you pay for growth you have not done yet. Start with the smallest tier that covers your interview process, and negotiate the upgrade path, not just the day-one price.

Frequently asked questions

How much does recruitment software cost for a small business?

From $0 to about $300 a month. Breezy's Bootstrap tier is free for one active job, its Startup plan is $189 a month, JazzHR's published tiers start in the low hundreds, and Workable Standard is $299 a month for up to 20 employees. Enterprise platforms start around $14,995 a year and climb into six figures.

Is there really free recruitment software for small businesses?

Yes, with limits. Breezy's Bootstrap plan is free forever for one active position at a time, including unlimited users and job board distribution. Zoho Recruit also offers a free edition. The enterprise vendors on this list offer no free plans; SmartRecruiters retired its free SmartStart tier in 2026.

What is the difference between an ATS and a recruiting CRM?

An ATS manages candidates already in your process: applications, stages, interviews, offers. A recruiting CRM manages relationships with people who have not applied yet, so you can nurture passive talent over time. Lever and Ashby combine both in one platform; Greenhouse and iCIMS focus on the ATS side with CRM features at higher tiers.

How long does it take to implement an ATS?

Self-serve tools go live in hours: Breezy, JazzHR and Workable are signup-and-post products. Mid-market platforms take one to four weeks with guided onboarding. Enterprise systems (Greenhouse, iCIMS, SmartRecruiters) typically need four to twelve weeks, with paid implementation running $2,000 to $25,000 depending on complexity and data migration.

Will my ATS bill rise as the company grows?

It depends on the pricing model. Per-employee vendors (Greenhouse, Lever, SmartRecruiters, Ashby) raise the bill as headcount grows, even if hiring stays flat. Flat-fee vendors (Breezy, JazzHR) charge the same regardless of company size. Workable sits in between: flat tiers that step up through headcount bands. If you expect fast growth, the flat-fee model is the safer long-term bet.
