Best HR Management Software for Small Businesses in 2026: 8 Tools Compared

Key takeaways

  • BambooHR is the core HR system of record: Core at 10 dollars per employee per month, Pro 17, Elite 25, or a flat 250 dollars per month for up to 25 staff. Payroll is an add on.
  • Gusto is the payroll first answer: Simple at 49 dollars per month plus 6 dollars per person, with HR tools deepening at Plus, 80 dollars plus 12 dollars.
  • Zoho People is the budget floor: free for up to 5 users and paid plans from about 1.50 dollars per user per month.
  • Homebase runs hourly teams free at one location, and HiBob and Paycor serve growing firms by quote.
  • Price everything at your real headcount with base fees included. At 10 employees Gusto costs 109 dollars a month, not 60, because the base fee is roughly half the bill.

The best HR management software for small businesses

#1

BambooHR

Best for: Core HR system of record
4.4/5 on G2 (7,718 reviews, checked Oct 2026)
Visit bamboohr.com
Starting price$10/employee/month (Core)
Free planNo
BambooHR homepage

BambooHR is what most people mean by HR software: the tidy system of record a growing company adopts when the spreadsheet breaks. Its employee experience polish is real; onboarding a hire feels like a product, not a form, and that first impression is worth money to a small employer.

Do its arithmetic at your headcount. Under 25 staff the flat rate can beat per employee pricing or lose to it depending on your exact number, and with payroll added the honest comparison against Gusto below is close enough that the deciding factor should be which job, records or payroll, your business feels most.

What we like
  • Published, honest pricing: Core at 10 dollars per employee per month, Pro at 17 and Elite at 25, or flat pricing from 250 dollars per month for teams up to 25 staff, the cleanest HRIS in its class: employee records, onboarding, time off, e signatures and performance in an interface employees do not dread, applicant tracking built in, so hiring lives in the same record as employment, payroll and benefits are available as add ons for US teams
Watch out for
  • Payroll is not included: the add on runs about 39 dollars base plus 6 dollars per employee, which rewrites the budget, the flat 250 dollars is poor value at eight employees and good value at twenty four, so timing matters, time tracking and advanced features step up through the tiers, no free plan, only a trial
#2

Gusto

Best for: Payroll first with HR attached
4.6/5 on G2 (13,355 reviews, checked Oct 2026)
Visit gusto.com
Starting price$49/month + $6 per person
Free planNo
Gusto homepage

Gusto is the payroll first architecture, and for most small businesses payroll is the HR job that cannot fail. Its HR features are genuinely good and improving by tier; they are simply not the reason it exists, and a business whose pain is records and performance rather than pay runs may find BambooHR the more natural centre.

Price the tier you will grow into during the contract year. Gusto's ladder is fair but real: the jump from Simple to Plus at twenty employees is roughly a doubling, and budgeting it in advance beats discovering it at renewal.

What we like
  • Payroll is the native core, full service tax filing included, with HR wrapped around it: onboarding, documents, time off and an employee directory, published tiers: Simple 49 dollars per month plus 6 per person, Plus 80 plus 12, Premium 180 plus 22, benefits administration, health, retirement and more, runs inside the same account, the small business default for a reason: a ten person company is fully live for 109 dollars a month on Simple
Watch out for
  • HR depth grows by tier: performance, engagement and advanced tools live up the ladder, per person pricing on top of base fees means micro teams pay the highest rate per head, US centric
  • International staff need other tools, contractor and global needs push you to other products in this list
#3

HiBob

Best for: Scaling firms wanting one platform
4.5/5 on G2 (2,704 reviews, checked Oct 2026)
Visit hibob.com
Starting priceSee website
Free planNo
HiBob homepage

HiBob, known as Bob to its users, is the growth path pick: the platform a company adopts at forty people and keeps at four hundred. Its breadth replaces the stack of point tools growing firms accumulate, and its people analytics give a first HR hire something to stand on.

For a genuinely small business it is tomorrow's answer rather than today's. Get its quote when headcount and a dedicated HR owner exist; until then the priced tools above serve the same records at published prices.

What we like
  • The modern all in one people platform: core HR, onboarding, performance, engagement, compensation and workforce planning with native payroll in the US and UK, consistently top rated for small to mid size companies in 2026 hands on comparisons, built to scale from fifty staff into the mid market without a platform change, an interface employees rate highly, which decides whether any HR system gets used
Watch out for
  • Quote based modular pricing: you assemble Core plus modules per employee, and the total arrives by sales conversation, aimed above the micro business: its sweet spot starts around fifty staff, implementation is a project with real configuration, overkill, in cost and ceremony, for a twelve person company
#4

Rippling

Best for: HR, payroll and IT in one record
4.8/5 on G2 (13,464 reviews, checked Oct 2026)
Visit rippling.com
Starting priceFrom $8/user/month plus platform fees
Free planNo

Rippling is the systems thinker's HR platform. Its argument is that the employee record should run the company: one change in HR propagates to payroll, benefits, devices and permissions. For a technology forward firm of 25 to 500, that propagation saves a class of errors and hours no point tool touches.

Micro businesses should admire it from a distance. The platform fee plus modules puts a floor under the bill that only pays when the automation surface, especially IT, is actually used.

What we like
  • One employee record drives HR, payroll and IT: hire someone and their accounts, apps and laptop workflows follow automatically, published entry from 8 dollars per user per month plus a platform base, reported at 40 dollars monthly for its small business shape, automation depth no rival here matches: approvals, policies and offboarding that also revoke access, global payroll extends the same record abroad
Watch out for
  • The headline is a floor: modules stack, and a full HR plus IT plus payroll build costs far more per person, quote finishing applies to real configurations, the platform must be adopted whole to earn its logic
  • Payroll only buyers pay for machinery they never switch on, implementation suits companies with an operations owner
#5

Zoho People

Best for: Budget HR with a free tier
4.4/5 on G2 (430 reviews, checked Oct 2026)
Visit zoho.com
Starting priceFree; paid from $1.50/user/month
Free planYes

Zoho People is the rational budget answer, and at five users or fewer it is simply free, which no argument about polish survives. Growing teams pay a few dollars per person for a system that covers the HR core honestly, inside a suite that can absorb their next five software needs.

Its natural buyer is the cost led business, or the existing Zoho shop. If neither describes you, BambooHR's employee experience may be worth its premium; if either does, Zoho People is where the comparison should start and may well end.

What we like
  • The most complete free HR tier in this market: free for up to 5 users, with records, attendance and leave basics, paid plans from about 1.50 dollars per user per month rising to a few dollars at full tiers, the cheapest credible HRIS at every headcount in pricing analyses, part of the Zoho suite: its payroll, CRM, recruiting and books connect inside one vendor account, covers the HR core: onboarding, time and attendance, performance, shifts and documents
Watch out for
  • Payroll runs through Zoho Payroll, a separate product with its own pricing, the interface and support experience are a step behind BambooHR's polish, advanced tiers are needed for the automation and analytics depth, a small business outside the Zoho ecosystem adopts a suite's gravity along with the app
#6

Homebase

Best for: Hourly and shift based teams
4.6/5 on G2 (586 reviews, checked Oct 2026)
Visit joinhomebase.com
Starting priceFree (one location)
Free planYes

Homebase owns the restaurant, retail and services floor, where HR means the rota, the clock and the group chat more than the performance review. For those businesses its free tier is the correct first HR software, full stop.

Adopt it for the scheduling heartland and let payroll attach. When the business grows an office, salaried roles and formal HR needs, it graduates to a system of record above, with Homebase often surviving as the time tool in front of it.

What we like
  • Built for the hourly workplace: scheduling, time clocks, team messaging and hiring in one app your staff actually opens, a genuinely free plan for one location covering up to about ten employees in current roundups, paid plans reported from about 25 dollars per location per month add payroll connections and advanced scheduling, payroll itself is offered in its ecosystem, keeping shifts and pay in one place
Watch out for
  • It is an operations tool first: deep HR records, performance and benefits live elsewhere or in add ons, per location pricing multiplies for multi site operators, office based businesses gain little from its shift centric design, HR compliance depth trails the HRIS platforms
#7

Deel HR

Best for: Distributed and global teams
Visit deel.com
Starting priceFrom $5/employee/month (reported)
Free planYes

Deel HR is the answer when the team is already scattered across borders: one record for the designer in Lisbon and the developer in Ohio, with compliant employment products behind the record when you need them. That is a genuinely different product from the US centric systems above.

A single state business should choose Gusto or BambooHR without a second thought. A remote first company should put Deel on the shortlist for the same reason: its map matches theirs.

What we like
  • An HRIS shaped for distributed work: employee records, onboarding, time off and documents for staff in many countries in one system, reported from 5 dollars per employee per month for its HR tier, with comparison sources also describing a free core HRIS offer for smaller headcounts, the same account scales into Deel's contractor and employer of record services, 49 dollars per contractor per month and EOR above that, so a global hiring path exists without changing platforms
Watch out for
  • Pricing descriptions vary between sources, free HRIS versus 5 dollars per person, so confirm the current terms for your headcount on its site, US domestic depth, benefits, state by state payroll nuance, is not its home ground, its gravity pulls toward paid global employment products, a fully local business pays attention costs for reach it never uses
#8

Paycor

Best for: Growing firms wanting guided HR
4.0/5 on G2 (2,018 reviews, checked Oct 2026)
Visit paycor.com
Starting priceSee website
Free planNo

Paycor closes the list as the guided growth option: a real HCM suite with a vendor that onboards you like a client rather than a signup. Companies hiring their first HR manager often land here, because the platform gives that hire a complete toolkit on day one.

Because nothing is priced publicly, your diligence is the quote itself: itemised modules, implementation fees and renewal terms in writing, compared line by line against a Gusto Plus or BambooHR plus payroll total for the same headcount. That comparison, done once, is the whole decision.

What we like
  • A full HR and payroll platform aimed at leaders of small and mid size businesses rather than HR departments: recruiting, onboarding, payroll, time and performance in one suite, known for implementation guidance and an analytics layer pitched at owners, US focused, with compliance support across states, a step up path for firms outgrowing Gusto's tiers without jumping to enterprise HCM
Watch out for
  • Quote only pricing, assembled by headcount and modules, less self serve: expect a sales process and an implementation project, its breadth can overshoot a twenty person business in both cost and ceremony, fewer published prices anywhere means harder comparison shopping

How we chose

We compared HR platforms a small business can adopt in October 2026, from free tiers to growth suites. Pricing comes from vendor pages and September to October 2026 pricing analyses that priced platforms at real headcounts; quote only vendors say See website. We weighted the system of record job, records, onboarding, time off, documents, and treated payroll honestly as either native, add on or separate product in each entry. We did not implement any platform for this guide.

Price it at your headcount, or do not price it at all

The base fee is half the story at small sizes. At ten employees, a 49 dollar base plus 6 dollars per person totals 109 dollars; the per person figure alone suggests 60. As headcount grows the base fades and the per person rate rules, which is why every honest comparison in this category shows totals at 10, 25 and 50 staff rather than a starting price.

Flat versus per employee flips with size. BambooHR's 250 dollar flat rate for up to 25 staff is expensive for eight people and a bargain for twenty four. Per employee rivals reverse the shape. Plot your next two years of hiring on both curves; the cheaper line at your future size is the cheaper product.

Payroll is the swing add on. BambooHR plus payroll, Zoho People plus Zoho Payroll, Homebase plus its payroll: each pairing changes the ranking against payroll native Gusto and OnPay style bundles. Compare systems, not apps: the record keeper and the pay runner your business will actually run, priced together.

Buy the tier your processes need, not the demo's best trick. Engagement surveys and workforce planning sell beautifully and serve companies with an HR owner. A twenty person business needs records, onboarding, time off and payroll to be flawless. Choose for the boring jobs; the exciting modules will still be there at renewal.

Frequently asked questions

How much does HR software cost a 25 person business?

At published prices: about 250 dollars per month at BambooHR's flat rate before payroll, 199 dollars at Gusto Simple (49 dollars plus 6 times 25), roughly 75 dollars or less at Zoho People's per user rates, and 240 dollars plus platform fees at Rippling's entry rates. Add payroll where it is an add on before comparing.

What is the difference between HR software and payroll software?

Payroll calculates pay and files taxes. HR software manages the employment relationship: records, onboarding, time off, documents and performance. Gusto and Rippling fuse them; BambooHR and Zoho People keep payroll as an add on or sibling product. Small businesses usually need both jobs done by something.

Is free HR software enough?

For up to five people, Zoho People's free tier covers the record keeping core. Homebase's free plan covers scheduling for a small hourly team at one location. Free stops being enough when payroll integration, multiple locations or formal performance processes arrive, usually between ten and twenty staff.

When does a business need HiBob or Paycor instead?

When HR becomes someone's job and the company's size makes consistency matter: roughly fifty staff, multiple sites or countries, or a board asking for people analytics. Below that, their quote based breadth costs more than the problems it solves; above it, the priced tools start to creak.

Can HR software replace an HR manager?

It replaces the filing cabinet and the reminder list, not the judgement. Software runs onboarding checklists and tracks time off flawlessly; it does not mediate a conflict, judge a harassment complaint or design a fair process. Budget it as a force multiplier for whoever owns HR, even if that is the founder for now.
